
Allison O' Neill
Chief Operating Officer (COO) & Charter RepresentativeAllison is an experienced operator and instructional leader with a proven record of directing and guiding teams through rapid growth while maintaining programmatic, instructional and operational integrity. Ombudsman is a company of ChanceLight Behavioral Health, Therapy and Education, and as ChanceLight president and COO, Allison’s primary responsibilities include development and execution of organizational, instructional and operational strategies to fulfill organizational goals; support for divisional and corporate leadership in the oversight of school and center operations; efficient execution of instructional and behavioral programs, systems and processes; student/staff safety; compliance; district relations and community outreach; goal attainment, and stewardship of resources.
Allison’s expertise in enhancing processes and infrastructure to support new programs are instrumental in supporting the company’s continued growth. Allison joined Ombudsman as a certified teacher in 1997 and served as regional manager, director of center operations, senior vice president of operations and executive vice president and COO of ChanceLight’s Education Division. She is a graduate of Marquette University.

Rudolph Flores
Senior Vice President, Operations, Ombudsman Educational ServicesRudy provides oversight, leadership and direction for ChanceLight’s Ombudsman Educational Services company. Rudy has extensive operations experience; he worked in public education for 20 years, serving in a variety of different roles from educator to a key executive in the operations division. Rudy has spent the last several years in the private sector as both an entrepreneur and consultant in the areas of education, technology, healthcare and commercial real estate development. He holds a Master of Business Administration in international business from San Jose International University, Costa Rica, a bachelor’s degree in business administration from the University of Arizona in Tucson, and is a graduate of the Disney Approach to Leadership and Business Excellence – Disney Institute in Orlando, Fla.

Binky Michele Jones
Regional Vice President, Center OperationsBinky began her career with Ombudsman in 2000 as a center director for Metro Charter, one of eight schools operated by the company in Arizona. She has served in several positions for Ombudsman, including regional manager of Arizona and assistant vice president of operations. In 2013, Binky was promoted to regional vice president and is responsible for providing overall leadership, quality assurance, and strategic direction for the Ombudsman Charter Schools. Binky has bachelor’s and master’s degrees of education and administration from the University of Missouri-Columbia. She currently holds a K-12 Arizona teaching certificate in vocational education and an Arizona Principal’s Certificate. She is president of the Arizona Alternative Education Consortium.

Finn McLaughlin
Vice President, Curriculum and InstructionFinn earned her master’s degree in education from DePaul University, with focus on language, literacy and specialized instruction, and she holds certification in special education, English, reading and social studies. Finn served as a graduate assistant at DePaul University and was responsible for managing the Reading and Learning Lab, which served K-12 students in the community. In the DePaul lab, she also tutored college students who struggled with reading, organization and test-taking skills.
Finn began her career as an Ombudsman teacher in 1998, advancing to site director and then regional manager for Illinois and Arizona. As assistant vice president of curriculum and instruction, Finn focuses on curriculum development, implementation and evaluation for all Ombudsman learning centers, and oversees the curriculum training function for all teachers and staff. She successfully developed and implemented a course structure that ensures academic standards are met in all areas, and courses are paced to ensure teachers can work with students to set goals for academic success. Finn implemented evidence-based instructional strategies across the organization, and continues to provide professional development for teachers in this area.

Michael Goto
Associate SuperintendentMike is an experienced educator dedicated to improving student learning through the use of innovative strategies. He received a Bachelor of Arts in Secondary Education and master’s degrees in both Instructional Technology and Educational Administration.
During his 13-year career, he has experience in curriculum development, online course building, student program management, leadership advising, peer mentoring, professional development, and benchmark development and analysis. He is a National Board Certified Teacher and provides support to educators at all levels who seek national certification, and he is an adjunct professor with Grand Canyon University.

Evan Moody
Director of Special Education & Support ServicesEvan’s younger brother, who has disabilities, inspired Evan’s commitment to special education. Evan has 22 years of experience, and has served as a special education teacher, special education support facilitator, behavior specialist, athletic director, assistant principal, intern principal and principal. Evan has a Bachelor of Science in health science and a Master of Science in special education and educational leadership.

Joseph Grace
Data SpecialistJoseph has more than 10 years of experience constructing and using information systems in businesses and schools. He has built several student data tracking systems and is responsible for data management that supports Ombudsman students and staff, responding to requests for records, generating reports and providing training and support regarding Ombudsman’s systems.

Stacy Espinoza
Administrative CoordinatorStacy graduated with a Bachelor of Science in entrepreneurship from Arizona State University in 2017 and she is currently pursuing her MBA. She served for four years as the administrative coordinator for the Arizona Latino Arts and Cultural Center, where she managed daily operations, worked to develop staff roles and procedures, supervised bookkeeping and payables, and worked to successfully eliminate the organization’s debt.

Kimberly S. Jagger
Academic AdvisorKimberly’s goal is to ensure Ombudsman students have every opportunity to be successful. She has a Bachelor of Science in chemistry, a minor in mathematics, and a master’s in instruction and curriculum, and has served as a teacher and director at Ombudsman. Before becoming a teacher, Kimberly worked as a chemist in the manufacturing and environmental industries.

Paula Collins
Academic AdvisorPaula has 20 years of experience as an educator – 15 of them at Ombudsman. As academic advisor, she helps students reach graduation requirements by providing accurate historical data, course schedules and communication between students and staff. Paula has an Associate of Arts in business administration and a Bachelor of Science in sociology. She has served as a teacher, a training specialist and a director, and has earned several honors, including the Blue Ribbon Award for Servant Leadership, Director of the Year 2011-2012, and an “A” Charter School Rating for Charter Metro in 2012-2013.

April Cramer
Academic AdvisorApril was a teacher and director at Ombudsman before becoming an academic advisor. She has nearly 25 years of experience in education, teaching Spanish, writing, math, and English as a second language. April earned a Bachelor of Arts with an emphasis in Spanish and a minor in linguistics with certification in Teaching English to Others as a Foreign Language.
